Please find the final test report of an industrial generator which submitted by an international famous manufacturer for a new production as following.
As you see all characteristics of generator is determinate in three categories. Which category shall be based for system short circuit protection?

It’s obvious that test on 70% of rated voltage is more accurate and more reliable . Because it is nearer to actual case . But , some manufacturers don’t have testing equipment for 70% of voltage . On the other hand test with 100% of rated voltage is not recommended and may jeopardize health and life of generator .
