As per a Energy saving propsal we decrease the voltage by reducing the tap in a distribution transformer , now how realistic savings to be calculated?

In ohmic loads (filament lamps), the power consumption is proportional to V²rms (P = V²/R), therefore reduction of voltage can be caused on energy saving. For more information, can be referred to Machine Riddle No.16, 17.
