Something has been mistaken . It is not Tan Delta at 20% of rated voltage . It is the difference of Tan Delta at steps of 10% or 20% . Generators manufacturers use insulating paints in end winding of stator (normal insulation is not possible for end winding) . The performance of insulating paint is not linear versus voltage increasing and nonlinear performance should be verified.
