Rated KVA (S) of transformers is: S = ?3 V.I Which V and I are winding transformer voltage and current rated capacity respectively. When you change the primary connection from delta to star, you loss a part of transformer capacity, because you cannot increase transformer current from its rating (I) while you apply 1/?3 V (rated voltage) to primary winding.
